Caelocracy is a term for fascism. The term first appeared on the Nepal Information Hub, an online educational website, and is defined as government by "shopkeepers". The definition of "caelocracy" as fascism is due to fascism's emergence from the socioeconomic middle class in which shopkeepers are grouped.
