Oceania was founded in the post-war conflicts of the 1940s and 1950s and the Oceanic Revolution, initially as a union primarily between the United States, the United Kingdom and Canada, before expanding to unite the Americas, the southern tip of Africa and Australasia under one government. The state that emerged was an authoritarian, anti-capitalist, one-party state with political power centered entirely with the ruling Englishparty, Socialist Party[[Ingsoc (IngsocTB1984)|Ingsoc]], and its leader, Mark Abel, who became the President. In 1960, the Oceanic provinces of Great Britain and Ireland were merged into the province of Airstrip One as the "next step in the Revolution". Airstrip One became a totalitarian dystopia which was intended to serve as a model experiment to spread to the rest of the nation. As of now, however, most of Oceania has not yet moved greatly closer to the model of Airstrip One.

The power of the English Socialist PartyIngsoc as the sole legal and ruling party is entrenched in the constitution and the party leader, colloquially known as "Big Brother", is ''ex officio'' the President of the State of Oceania, the head of state and chief executive of Oceania with far-reaching powers. The state plays a leading role in most aspects of life. The Grand Military of Oceania also plays a strong role in society with praise of the military common and often being prioritized first by the government. Roy Oxley has ruled Oceania since its foundation. Oceania is presently at war with Eurasia and is allied with Eastasia against their common enemy though alliances often shift between the three super powers.
