The '''Borough of Romford and Hornchurch''', also known by its former name of '''Havering''', is a disputed unitary authority and borough in southeastern England.

Formerly the London Borough of Havering, the authority renamed itself to its current name and declared independence from (Greater) London in 2034, soon joining the Greater Essex Combined Authority as a founding member. Independence was not accepted by the Greater London Authority which recognises the London Borough of Havering as an extant district under an unlawful authority. Nevertheless, the GLA has no control over the borough and has not attempted to exercise its control since soon after the independence.
