  1. According to the GLA, the authority is a London borough within Greater London (as such, also having no combined authority). According to the authority itself, it is a unitary authority within the East of England region and Greater Essex Combined Authority.

The Borough of Romford and Hornchurch, also known as Havering, is a borough in England with partial recognition as a unitary authority. It has a population of 270,000 inhabitants; the principal town is Romford, while other communities are Hornchurch, Upminster, Collier Row, Rainham and Beam Park. The borough is mainly suburban, with large areas of protected open space. Romford is a major retail and night time entertainment centre, and to the south the borough extends into the London Riverside redevelopment area of the Thames Gateway.

The London Borough of Havering was created with the London Government Act 1963 as part of Greater London. It declared itself a unitary authority in 2036 and is recognised as one by the other authorities in the Greater Essex Combined Authority. Following an armed conflict with the Greater London Authority, the GLA de facto recognises it as a unitary authority but de jure still claims it as a London borough.

Name[edit | edit source]

When the London Borough of Havering was created in 1963, it was incorporated, alongside other London boroughs, using the provisions of the Municipal Corporations Act 1882. The legal entity is not the council, as elsewhere in the country, but the inhabitants incorporated as a legal entity by royal charter (a process abolished elsewhere in England and Wales under the Local Government Act 1972). Thus, the full name on incorporation was "The Mayor, Aldermen and Burgesses of the London Borough of Havering".

When the Council declared itself a unitary authority in 2036, it adopted the name "Borough of Romford and Hornchurch". The terms "Havering" and "London Borough of Havering" are still commonly but unofficially used. Due to their de jure non-recognition, the GLA refers to the council and executive in the borough with terms like "administration in Havering" or "Romford authorities."
